CORE Onboarding & Compliance Requirements
Overview
CORE has partnered with Sublynk to onboard and credential their contractor network. This document contains onboarding and compliance information for every program offered by CORE to its contractor network.

Fees
Every organization that credentials with a network through Sublynk will need to maintain an Essential subscription.
- Essential Package
- First Credentialed Network Joined: $25 per month
- Additional Credentialed Networks Joined: $10 per month for additional networks
- Multi-location: $10 per month per additional location (same tax ID)
- Background Check Fees - Sublynk Gold Package
- $55 per check + variable fees
- Average return time for checks is less than 1 business day
- Checks can be used for compliance with other platforms
- Cancellation Policy
- Sublynk is an independent platform from CORE systems. We do not assign jobs or offer any guarantees of work for our partner programs. We do not offer refunds but you may cancel your Sublynk account at any time. Canceling your account will remove you from CORE assignments.

Compliance Requirements
The requirements listed below provide all expected licenses, certifications, and background check requirements for the CORE networks. Please review the requirements carefully to ensure a smooth compliance process.
- Company Legal Name
- All insurance, certifications, and licenses must be in the company legal name
- Insurance
- COI’s will be automatically requested by Sublynk to your agent/broker(s). Contractor provided COI’s will be used for reference purposes only and will not be used for compliance verification
- Licenses/Certifications
- Licenses and certifications will be required for every state included in your service territory
- Sub-contractor licenses are not accepted
Detailed Insurance Policy & Certificate Requirements
Every COI must contain the exact text below in Description of Operations and Certificate Holder:
Coverages Must Include:
- Commercial General Liability: $2,000,000 Aggregate & $1,000,000 Each Occurrence
- Coverage must include:
- Personal & Advertising Injury at $1,000,000
- Products & Completed Operations Liability at $2,000,000
- Primary and non-contributory coverage
- Endorsements that must be attached to the COI
- Ongoing and completed operations coverage for additional insured
- Additional Insured: CG2010 (or equivalent)
- Additional Insured - Completed Operations: CG2037 (or equivalent)
- Waiver of Subrogation: CG2404 (or equivalent)
- Ongoing and completed operations coverage for additional insured
- No specific exclusions or restrictions for:
- Claims for additions or remodeling projects
- Residential or habitation
- Work performed by subcontractors
- Coverage must include:
- Contractor Pollution Liability: $1,000,000 Each Occurrence
- Endorsements that must be attached to the COI
- Additional Insured
- Waiver of Subrogation
- Endorsements that must be attached to the COI
- Workers Compensation & Employers Liability: $500,000 Employers' Liability
- Waived if the contractor has no w-2 employees or is legally exempt. Attestation required
- Workers Compensation is required per State statutory minimum limits
- Stop Gap as required in Monopolistic states (ND, OH, WA, and WY)
- Endorsement that must be attached to the COI
- Waiver of Subrogation
- Auto Liability: $1,000,000 Combined Single Limit
- Coverage by endorsement for all vehicles owned, leased, rented, hired, or borrowed
- Endorsement that must be attached to the COI

- If you have no company owned autos, your alternative options are:
- Add a HNOA Endorsement to your General Liability Policy or as part of Business Owner’s Policy (BOP) from your General Liability Insurance Agent.
- Get “HIRED AUTOS” and “NON-OWNED AUTOS” Coverage from an Auto Insurance Agent
- Purchase Unlimited Non-Owned Car Coverage (UNOC) from an Auto Insurance Agent
- Coverage by endorsement for all vehicles owned, leased, rented, hired, or borrowed
- Umbrella/Excess Liability: $1,000,000 Aggregate & $1,000,000 Each Occurrence
- Required for Commercial work
- Endorsements that must be attached to the COI
- Additional Insured
- Waiver of Subrogation
- Professional Liability: $1,000,000
- Only required for Testing/Engineering/Consulting work
- Bailees: $250,000
- Only required for pack-out contents work
Licenses & Certifications Required By Service Category
Background Check Requirements
Frequency: Every 3 Years on all owners, license and certificate holders, and anyone going to job sites.
Required Checks:
- SSN Trace including 7-year address history and associated alias or maiden names
- County criminal record search w/Alias
- Federal (National) criminal record search w/Alias
- Global watchlist (OFAC)
- National sex offender search
MVR Check
Disqualification:
- OFAC Watchlist
- Open or active warrant or probation
- Convicted felon
- Convicted sex offender
- Convicted misdemeanors including deception, theft, insurance/identity/license fraud, sexual assault, or a crime involving violence
